Neccesary to have ECU for Carbed 13b?

Neccesary to have ECU for Carbed 13b?
was just wondering if it is even neccesary to get an aftermarket ECU for a car that is N/A and carburated, or just leave it stock. from what i have been told 90% of my tuning is all from the Carb not the ECU, have i been misinformed or is the stock ECU just fine.
