Question Can A Bad ECU Cause the Engine Not to Turnover?

Could The ECU cause an Engine not to turnover? buying an FC that when you turn the key, all of the electronic components in the car work, but the car makes no noises. Thinking it's the starter, but not sure. Any input?

the only components that would cause a car not to turn over if it has juice, are the starter, starter relay, or ignition switch

actually there are 2 more I can think of.

Carbon lock and serious internal engine damage.

I think if it's an automatic it might not turn over if the ECU is bad, the automatic has to know it's in park or neutral, and that signal gets sent to the ECU.

I think. Don't quote me on that.

Have you tried a remote starter? Tat will bypass all the electrical, including the ECU.
