MI Removing my fenders and found Taping bolts on the bottom?

because the picture is a little blurry, I circled the bolt holes where they came from. It's just surface rust I'm about to take care of in the morning.

Has anyone else tried using a longer bolt or has anyone seen these before?

Those are not stock bolts. The stock bolts rarely come out of those two spots without breaking off. I actually broke off 2/4 earlier today when I removed the fenders. I always try to drill them out and retap but self tapping screws work fine.

My FAVORITE rusty bolts to remove are the oil cooler bolts. The top bolt inside the fender which holds the front bumper cover is a close runner up. That dam bolt angles towards the engine and rounds off 9/10 times
