I think that time limit is a bit excessive on the PM system flood control. I send a lot of PM's that dont take 60 seconds to type, and its annoying to have to wait to be able to send it. I think something like 10-20 seconds would still be effective, and less intrusive.

I agree, even 30 would be sufficent, that 60 business is incredibly annoying.

 

The time limit has been set to thwart spammers who have tried to utilze the PM system, to our knowledge it works.
