there's nothing rotary specific but you can go to any shop that does that kind of stuff, there must be a few around.
can i ask what manifold this is for? generally porting the manifold does not do much unless you have also extended the porting of the intake ports. some people claim it does but i have not seen any substantial dyno evidence.
i'm not quite sure if you meant polishing the inside or outside of the manifold, but if you are thinking of doing the outside a much cheaper and easier to maintain alternative is powdercoating. most people just hand polish themselves if they want to do it.

best you can do its get the Xcessive motorsports Lower intake manifold, then leave the FD UIM as is, ( maybe cleaa up ports by hand ).
and Do the throttle body mod ( if possible ).
