I read this thread and it makes me realize the hoops Mazda had to go through to make the rotary meet emission standards. The 4.0L engine in my street car makes over 400 hp and in the last check it went through, both of the idle and higher RPM roller test tested out at 0.0 for HC and super low on NOx.

Emissions is one area where piston engines have it all over rotaries.

That's not how a conditional pass works.

If the cost of a repair to bring your car in line with the emissions standards exceeds $450, you have to do NO REPAIRS AT ALL and you get your conditional pass.

Edit: The government doesn't receive any money from failed emissions tests, that is kept by the garage. They also receive no money from the repairs.

how does conditional pass exactly work, is there any flaws to it?
i read that with a conditional pass, you are not able to change ownership of the car, but is that all?
am i able to continue obtaining conditional passes in the future when i have to renew my sticker again after 2 years or are we only allowed a maximum number of conditional passes?
some one with knowledge please do chime in!

There are no limits on how many conditional passes you can receive.

Correct, a conditional pass cannot be used for ownership transfer (the idea is to prevent you from selling a car certified and e-tested and dumping your problem on someone else).

You can continue to receive conditional passes every two years for... ever.

HC= misfire indicator
CO= Rich indicator
NOX= lean indicator
C02=efficiency indicator I can't remember what it should be I believe 16-20%
High on all 3? Replace the cat or install one.
High on HC and CO? Misfiring or oxidizing bed in the cat is toast.
Just NOX? Running lean, no or inoperative EGR, reducing bed of cat has failed.

There are more but based on what I just said most questions you guys can answer yourselves. Obviously the state of your tune will also affect emissions.

I tested this many years ago with an emissions analyzer. The tune has almost no effect on emissions. Rich/lean, more timing, less timing, nothing.
