ignition issue help pls!!!!!!!!!

so the car was sitting in my basement for almost a month...
last nite i came from work and decided to fire it up but than realized that the battery was dead... so i tried charging the battery with the help pf portable charger.. the battery was fully charged after 4hours...... and i tried firing it again

and here is the problem
1. when i put the key in the car and turn it to ACC/ON...all the lights come up except the dashboard lights ..... my boost gauge/oil/temp/ cd/ radio everything works but no light on dashboard like battery/ seatbelts e.t.c

2. when i turn they key.. the car still makes the starting sound but doesnt start

3. i am guessing i blew up a fuse while charging up the battery

pls if any knows the fuse and where to look for it
or if it is something else
pls help me out guys
thanx

Don't think you blew a fuse, double check both battery conections....make sure they are clean and tight.
