Trouble with transaction - bandbmazda

I purchased a set of S5 TII rotors from bandbmazda. I was sent a set of S4 rotors which the seller admitted were the incorrect rotors and offered to exchange with a set of S5 TII rotors. I sent the rotors back but have not received the replacements.

I would like to seller to refund my money.

Here is an account of the transaction:

7/8/12 - Payment sent to user bandbmazda (B and B Rancing on paypal)
7/8/12 - Seller confirms payment is received and item will be shipped next business day
7/16/12 - Rotors are received at USPS post office
7/21/12 - Picked up rotors from post office (I was traveling for work during the week)
7/25/12 - Informed seller the rotors are S4. Confirmed using a scale weighing in at 10.1 lbs. The compression pockets were a rough casting.
7/27/12 - Seller indicates the rotors should have a four digit weight marking written in sharpie on them. I checked the rotors and they did not. He then asked me to return the rotors, he would reimburse me for shipping and would ship me the replacement rotors out that day. I shipped out rotors out via USPS at a cost of $24.20 and posted a copy of the receipt to photobucket for sellers verification of shipping cost.
8/01/12 - Seller refunds $25.00 of original transaction to cover shipping expenses
8/04/12 - Seller sends a message saying he will ship the rotors out the next day
8/10/12 - Sent message asking for status
8/15/12 - Sent message asking for status
8/19/12 - Seller sends a message stating the delay in shipping was a result of receiving the S5 rotors back from the person he incorrectly shipped them to.
9/5/12 - Sent request to seller to refund my money.

Wow, took him long enough. What's his reasoning?

It would be nice if the seller came here to let us know what's going on.....
