Archie - Not someone you want to do business with

I emailed him on 05/26 and we negotiated the price. PayPal payment cleared on 05/29. I asked him to ship it to a long time member here within the US.
After that he did not ship the item nor reply to emails anymore until 06/15, were he emailed me from a different email address and asked when I will pay for the item ("Did your funds ever clear? I'm still waiting on them. Ill ship as soon as they do.").
I answered that the payment already cleared 18 days ago and that he should check his PayPal account.
I will check but I was waiting for the funds to clear my bank account. I'm fully aware of how long it has been, hence the email. I wanted to know what's up with it and to be honest; your situation comes off fishy . Ill investigate and get back to you in 24 hours. If it has cleared, I'll send out asap.
I waited 24 hours, 48 hours and 72 hours. I then reported to PayPal that I did not receive the item, so he got an other email from them. Waited an other 4 days and then filed for a refund on PayPal. That was 10 days ago, also no reaction from him.
Today I got an email from PayPal that he took the funds out of his account and that they will try to get it back from him.
I did not receive the item, he's lying and he's insulting the buyer, really not someone you want to do business with.
