wont start..some help please

this is my first 7 had it bout 3 months so still learnin... first off is there a sensor that stops the car starting if its low on oil and the lights come on ?silly q but had to ask..so ive topped it up not all the way to the top cause im on a hill and if it dont start well ya no...ac fuse keeps blowing..fuel pumps been buzzing when ign on and once started for bout 15-20 secs since i got it then the odd time during a drive it would buzz again.so i think it might be the pump but for a small bit of smoke on 1 of the attemped starts witch would indicate fuel ..prob just fuel in the lines tho?gonna test the pump for power and take off the sender line and see if its pumpin fuel..any ideas would be great thanks

I may be totally out of my league,but funny thing is I have a second gen that HATES hills.If it is on an Incline it is Finicky to Start...I rolled it back to Flatter land and tried again and Boom!,She fired right up!..My take on it was the Sock in the Gas tank wasn't getting totally submerged and it Would suck Air(fuel was in lower level)..But other than that?..Good car..

thanks for the reply .its not very steep tho..checked the power to pump on the block connector one wire read 5v the other read11.5v the other 2 ov [earth wires] also took the line on the left of the pump off [left of the copper ended 2] fuel is comein out .batterys ok at 12.35v.its runnin on 95oct fuel.. anyone any ideas

Verify that:

1. You have fuel (i.e. fuel is making it to the injectors)
2. You have spark
3. The car isn't flooded

Don't try to keep starting it. If you flood a rotary, it is a pain to get unflooded because you can't just take off the heads like a normal engine.

Like Mahjik said, check those three things and check you fuel filter and pick up is you are having fuel problems. Also, I would suggest (and I have done this on all cars that I have owned) to place an inline clear fuel filter in your engine bay and a fuel pressure gauge some where. Those two things can eliminate so much when there is a problem.
