Wierd Throttle/Boost problem

Ok ever since i've gotten this car i've been tinkering with it trying to figure out the boost problem ( 10 - 6 - falls to zero)

Just recently i took the UIM off for the first time, i found 4 disconnected hoses that come from the UIM and connect to the rats nest.

Upon reconnecting them and taking the car for a spin, now i have a different boost issue.

If I start from less than 4k rpms, and go WOT, i get a 10-8-10 boost pattern however, If i go WOT starting from anything OVER 4.5k rpms, i only get like 3 - 4 lbs MAX out of the turbos

The same goes for if i start at less than 4k, take it to redline, then shift to the next gear; the next gear will only reach 3 or 4 lbs of boost, but once again, if i start lower in the power band, it will get a 10-8-10 pattern.

It's almost as though when i shift gears, and the engine achieves 20+hg vaccuum, it somehow messes something up.

Here's an even wierder part: I can only achieve the 10-8-10 in 2nd or 4th gear. 1st gear primary spools 10, at 4.5k drops to 5ish.
3rd gear primary spools 10, at 4.5k drops to 5ish....

Any ideas?????

I'm gonna get my car checked out by GuitarJunkie this saturday, so hopefully he could figure it out. If the problem is too hard to trace, i'm gonna take the easy way out and go non-seq.

Generally speaking, if the turbo control actuator isn't moving it's either a vac line or the solenoid right?

Is the Turbo control solenoid hard to replace? I took off the UIM the other day but it was just to check vacuum hoses, the solenoid arrangement looked very intimidating.
