CA Wierd Electrical Problem, Please take a look

Hi guy/girls Before I say something, I did search for charging system problem and alternater issue but cound'nt find anything similar.

So I feel like I am the only person with the most wierdest problems for FD's.

Problem- The car never ideals under 1100 RPM.
Itonlyrevs up to 2k at cold start. I loosene the T.C. to the fullest.
Ones the car is warmed up I start driving and then when I come to a stop light the stays at 1500 (I tap the accel paddel or turn the wheel) wont go down know matter what. lets saw I rev the car to 4k-5k in third and put the car in neutral and the rpm drop to 2k-2300 and get stuck there till I come to a stop and then drop to 1500. Then when I arrive at my destination I turn my lights off and this happness ( in video on the bottom). when I turn the lights off the rpm bounces around 1300-1500, when I trun the light on or the blower the rpm stays constant at 1600. I Think its a electrical problem. I aslo here a wierd whine when I drive the car in high rpm's(dont know if its the turbos or not). This symtom mostly happens at night drivving (I dont really drive the car in the day), got night school haha.......

Checked- Tps I think it was good I was between 1.0v-4.xv.
spared propane around the intake maifold for vaccum leaks.
13.66v at batter (charging voltage) at 1100-1300 rpm

Can some one help me with this problem, am I forgetting something silly that I have to do.

There are 4 ranges you should be between on the tps. See what others say but that is my first guess. How are you testing the tps?

sorry about the late reply, busy with school hah. so anyways I back probed the refrence wire and I got 5v, the did the single wire(green and black striped i think) the same way at closed it was at 1.01v little bit more that half way it goes to 4.8x volts. ground was at .001 or .01.

If you can get access to a Power FC + Commander it is the hands down EASIEST way to set the TPS.

Yeah, I been looking in the sale section by the time I find one its sold hah. Trying find one for a good price.

How many miles on your car? Is you harness pretty cooked? I could see electrical problems happening when the harness gets old and baked then wires short out, dont make good contact anymore, signals get mixed around and such. Just something to consider.
