Why are RE trailing arms adjustable?

As the topic says, why are RE trailing arms adjustable?

More importantly though, what should they be set at?

You want them the same length as stock. From the eye of the rod end to the end of the trailing arm should be the same length as stock.

The trailing arm is what holds or adjusts the wheel front or back in the wheel housing. Probably affects alignment one way or another. Just try to keep them the same length as stock.
