Why does my 2nd turbo not kick in?

why does my 2nd turbo not kick in?
why is my second turbo not kicking in? It feels and sounds like there is a leak. My car trys to build boost but it wont fully boost and it lags while it trys. Is this becouse of vacume probs. or is my 2nd turbo shot. :
