White Turbo turbine on the ext side?

I just got a set of turbos in and the front turbine on the ext side is perl white, the back is kinda brownish. Is this from running lean, rich, or what.

I would guess a bad coolant seal in the turbo.

I've seen that before but the engine was a smoker. Ran fine but smoked a lot on cold start up, oil consumption was ~ 1 qt/700 miles. No coolant issues.

Just another data point.
