at "low speeds" the ECU runs the fuel pump through this "resistor" . At high speeds, the ECU runs the fuel pump directly off the battery.

I am wanting to test the resistance in an effort to find some reason for the 3K hesitation.

I really doubt it is the cause, but why not try

the fuel pump resistor is below the brake booster/master cylinder...its a silver looking thing with heat sinks on it.. its sort of tricky to to see it you have to peak your head in there

you can bypass it by removing the resistor and connecting together the "IN" wire and "OUT" wire effectively bypassing it
