Whats the job of the turbo Actuator?

Pretty much i'm having trouble with my boost pattern and i had the turbo Actuator unpluged and hoped to fix it by pluging it back up but still no such luck. So i just unplugged it and still runs like it did? What could that mean. Right now I have done the turbo simplification and vacuum hose job and i get a 12 lbs of boost then it just starts dropping after 5000 rpms sometimes to 9 and sometimes 0. Any ideas?

Maybe the solenoid that controls the actuator...just a guess. I don't trully know considering I am currently messing with this myself.

i had a similar problem, it turned out to be a bad check valve. mine was actually spit in two!! it was the smallest one that plugs into the upper manifold. (there are 3 there i think, on a stock car).
