What are these?

Just wondering what these tubes are where they go and if I can just plug them or vent them or what?

That is the split air tube, it's for use with an airpump, which pumps air down to the main catalytic converter. if you have removed the main cat (installed midpipe) and your airpump, the split air tube is also not needed. You can remove it, but you need a block off plate.
