I have found a '93 RX-7 in great shape with only 22,400 miles. My concern is that due to the very low use in recent years, some things may need to be replaced. The car has been garaged since new and is a one owner car. It is Silver with Red Leather and fully equipped.

How much should i plan on spending to bring a car like this up to top notch?

Also, what price range do you think is right to buy this car?

If that's in great shape and a 5 speed, the owner might find a buyer at $20k.

As long as it's been driven without sitting for very long periods of time, it should have good compression. I urge you to get the compression test done before you put your pen to paper. As for what needs replaced, I'd go ahead and do the coolant hoses, tires (if original), and all fluids.
