What is this part? *alternator related?

This isnt my engine but using it for reference part/pulley in question is circled.

I need a chiltons and need to learn what everything is.

Problems: Oil light, Temp light, Charge light all lit up.

When I drive they slowly go away the faster I go (power obviously). Has died a few times when slowly backing up. Also on usually hot days when I have the AC running and I park and come back to start it, it wont start. I wait no more then a minute and it always starts right up.

That part I have circled, when the car is idling, it makes a double clicking noise every 5 seconds and the pulley will actually stop for a split second about every 10 seconds. I cant tell if the belt is stopping too. The alternator seems to be fine. I bought a new one thinking thats what it was but thought I should find out first exactly what that part is and whats going on.

Thanks

It may be the voltage regulator in the alternator that is bad. You would still need to rebuild/replace the alternator to solve your problem. Go to a parts store and have your charging system checked. If it is charging more that 12 volts, your regulator is bad.
