what lightweight flywheel is this?
Trying to figure out what flywheel this is, and if I can resurface it. It weights approx 10.4lbs

Can't tell who the manufacterer is, but if it hasn't been turned before....and it doesn't look like it has, I don't know why you could resurface it.
A good machine shop should be able to tell you for sure.
