What is the hose that runs into the stock elbow?

It supplies air to the accelerated warm-up system (AWS). I did not see your picture, but I assume that is what you are talking about.

Is it really needed? I just bought the greddy elbow that doesnt have the fitting for it.

Just block it off. If you have the PFC, it doesn't use it anyway.
