When you run the car. Let it set or any kind of hot soaking action car off and sets for awhile the heat from the turbos,motor and Down pipe just cook the engine bay. That is it. You can react to this buy doing alot of cooling mods. i suggest the search function to you as you seem to be a newbie

I think maybe it's just an expression. When your intercooler gets heatsoaked, it is too hot to do it's job and is basically useless. Your car will feel slugish like your pulling a boat. I'm not sure if I explained it well but that's from my experience.
