What's the purpose of the circled bracket in this picture? Looks like it's there to hold some cables in place or something..

It's just a spacer that fits behind the water pump housing.

What I want to know is, what are the Black Spacers for the injectors above the blue circle !? Star Tubes !??

To make it match the spacing on the other bolts caused by the water pump gasket? That would make sense...

It's a shim, so the water pump housing will be flat against the engine. The shims are the same thickness as the gasket.
