What's the purpose of the circled bracket in this picture? Looks like it's there to hold some cables in place or something..

It's just a spacer that fits behind the water pump housing.

To make it match the spacing on the other bolts caused by the water pump gasket? That would make sense...

It's a shim, so the water pump housing will be flat against the engine. The shims are the same thickness as the gasket.
