What are dynamic seals?

I was wondering what the difference between the carbon seals in the BNR stage 2 and the dynamic seals in the stage 3. I have searched and it seems this is the only difference between the two stages and costs an extra $550. I read also that these dynamic seals leak a lot. Can someone elaborate on what the difference is and if its worth the extra money. Thanks.

I thought that the stage 3 had ball bearings instead of brass sleeves for the turbine shaft. Dynamic Seal would indicate a moving seal versus a static seal, one that does not move. Not sure but this is my guess.
