What is this?

I ordered a new rotor housing for the new motor I'm building and this was in the box with it what is it for I think it has something to do with the oil jet or maybe I'm wrong so anyways what is it?

It looks like a pintle cap and o-rings for a fuel injector but it's hard to tell from your pic. Can you take a better picture?

It goes in the oil injector port. It is used to help stop losing all the oil on decell when you don't need it only to have to fill the little reservoir before getting any oil to apex seals on hard acceleration.
