weird sucking sound

i get a weird sucking sound from the coolant container after i turned off my car (it might also make noise while driving im not sure)

its right under the right light (from a drivers point of view)

any idea what it is? also my add coolant light comes on on occaision but the coolant level is always full when i check (or close to it)
