Weird Electrical Problem

I've searched and found many similar problems, but not the same and no answers. When I turn my car to Acc my Turbo Timer and gauges won't turn on (and there's no voltage on the Acc wire for the turbo timer), but the radio will turn on. When I turn to the on position the Acc gets power and everything seems to work. Any suggestions?

fuses? or rather what is the turbo timer and guages hooked up to for power?

IIRC the ignition has two ignition wires and an accessory wire, someone may have mistook an ignition wire for the accessory and hooked it up wrong, basically the two wires have power in ON but not ACC, but there is the ACC that powers the radio... here is a wiring diag from 'the12volt.com' there is nothing in here for ACC b/c this is for alarm install, don't need it for that...


also note this is 94 wiring which may be different...
