water seal??

Can anybody give me some tips on how to tell if my water seal is going? My car seems to spit white smoke, which is very damp so i assume it's steam (water). It's mostly when I start the car, and it seems like it'll do it if it's the first start of the day and also if i leave the car sitting for a few hours.

I had my car down at rotary power a couple days ago, and they pointed it out to me, letting me know that it may be a sign of the water seal wearing out. Here's the thing that confuses me, though -- I've been checking my coolant level (at the filler cap) and it hasn't budged in the past week or so. it may have gone down a centimeter at most, but i can still clearly see the coolant there.

So if my car's making steam, where's the water coming from?? I'm confused and worried about that water seal!

i should note that it's not just a little bit of steam, either. it usually goes for a good minute or so.
