Voltage question 12v - 15.1v

Start by saying Hope im in the right area dont want mr styx mad at me. I got the iphone app i use the same login at most forums i thought i was new on here so I said hello in newbie
ANYWAY another problem I have a oddesy pc-600 batt. When I start cold it sits at 12 unless i hit gas pedal and let it roll up to 3000 then i know cause the odometer light gets bright then i check the apexi its in the 15v area. Any ideas??

Thanks for the tip I thought it might be that
Tiny dry cell batt. I keep it on a battery tender otherwise it wont start after a cpl days.
