vacuum needle jumping around at idle

i tested my vacuum at a normal idling speed and it was in the 15 area but the needle was jumping up and down rapidly. is this alright? also my car sometimes stalls at idle and have to push the gas pedal to keep it from stalling. could this be related to it?
