turbo control solenoid leaky oem plastic cap?

turbo control solenoid leaky oem plastic cap?
ON the turbo control solenoid there is a plastic cap with a mitsubishi symbol on it. When i blow on one of the nipples from the turbo control solenoid air seems to be escaping from that cap is this normal or should I just cap it with a rubber nipple?
