turbo control actuator

I have a question about the turbo control actuator. as you all know there is a vac line going straight in to the actuator and there is the other vac line going into the housing. what does the line going into the housing do? does it apply vacuum or pressure?

I did a little experiment today with the vac hoses. I used the right side nipple of the pre spool actuator to connect the turbo control actuator so they can work together at the same time.
I though by doing this the turbo control actuator will open up and i would get both turbos going.I still can`t get the secondary turbo to come on.
