Turbo Control Actuator?
Last time my car was looked at smoke was released from the turbo control actuator. If this hints that my actuator is bad can this be a answer to no secondary boost? My pattern as said before is 10 until 4500 then slowly dropping to 0. Does the actuator have anything to do with allowing secondary to get boost?

It has everything to do with secondary boost. After 4500rpm, the Precontrol stays wide open and the TCA does duty control of the exhaust to the secondary. If the TCA doesn't open the door, the flow through the precontrol alone can't keep up, and your boost quickly goes down.
The actuator could be bad, the two solenoids that feed it could be bad, or the lines could have a leak. I'll bet the TCA rod has becomed detached from the door lever - the securing E-clip can pop off. Check that e-clip first.
There are many tests to run, but start by inspecting the TCA, and if you have a Mityvac then test that the TCA doesn't leak from one nipple to the other, and that it opens at the proper pressure. If you don't have a Mityvac, then try the KOKO test listed at scuderiaciriani.com
