After hearing some rattling noises around the turbos, I discovered that the rod on the Turbo Acuator Control was justhanging . The clip that holds it in place was no where to be found. I dont know how long I had this problem or what kind of damage I could have done. After listening with the scope, I'm 99% sure the Turbo Actuator is rattlin iside. Need to know what does it do and possible damage.

It wont cause any damage. You can find those E-clips at any autoparts store, but its best if you buy a few in different sizes.
