I bought a similar tool several years ago but the FD's engine bay was too cramped to be able to use the tool in any position.

I just push at the spots designated in the FSM and guessestimate, erroring on side of too loose. If it squeaks I tighten up a little.
I could see a shop needing them, since they can't have customers coming back for such things. But I don't mess with the belts near enough to justify buying one IMO.
