Tns relay switch wire

Recently bought a 1993 rx7 off my cousin for a great deal but it has some minor issues. One of these is that the tns relay had gone bad. He removed the relay and relocated it to under the passenger headlight. He gave me a new waterproof relay to replace it with. However after I wired up the relay I discovered that the switch wire (grey wire) was not sending a 12v signal when the running light switch is turned on. Is this a sign that the switch is bad or could the wire of shorted out somehow? I do not believe this wire to be connected to any fuses but I could be wrong. I've traced the wire back some and have not found any cuts in it so far. Is the grey wire in the picture under the dash the same wire that I am finding in the engine bay?

Find the other end and do a continuity test.

Performed continuity test and it passed. The switch turns on and off the headlights fine. However the switch wire for the running lights is getting no signal. Getting sick of having to hardwire my running lights to drive at night lol
