The engine is out of the car and I want to make sure I know where TDC is. So when I rotate the engine it compresses just as the mark on the wheel lines up with the mark on the front cover. My ? is is this close enoff ? This is a REW

The stock REW pulley has a mark at -20 BTDC (20 ATDC). This is all you need to find TDC. The older engines had two marks, one at -5 and one at -20. Check the Fuel and Emissions section of the service manual.
If you have a stock ECU or Power FC, you don't ever need to mess with setting the baseline timing. The design of the crank angle sensor is such that the baseline timing is not adjustable (unlike the older style sensors which can be installed incorrectly). If you have another ECU, you can lock the timing at -20 and basically set an offset in the software so that it knows where TDC is. It depends on how the software is set up.
