Tail light question

So recently when I would brake, only two of my tail lights would brighten. They would be on normally, but only two would show that I was braking. I replaced all of the bulbs and now all but one show brighter when I apply the brake.

Could this be a simple fuse issue or something more complicated?

Try the bulbs that work in the spot that doesn't work...If it lights then the bulb is bad...Its possible to get new "bad" bulbs. If this doesn't work then it could be a wiring problem.
