Tachometer problem

Tachometer problem
I have had this problem since Sunday and its really annoying.
My tacho is totally stuffed when I am driving say at 2,000 rpm my tacho is saying 4,000 rpm and so on.
I'll start from the beginning.
Everythings fine till you turn your key to the on postion then the rev just up to 1,500 rpm instead of sitting at the bottom where it should.
Its then flickers around the place and sort of settles at around 1,000 - 1,500 rpm.
You then start you car the Tacho is saying 3,000 rpm but really you are doing 1,000 rpm bloody annoying.
Everytime I drive it gitters all over the place and it bloody annoying.
I though this was a weird fault but I also have a mate who has the exact same fault (except his is worse than mine)
I really need to find a fix to this problem. Hopefully someone can help me out.
