There are surge tanks around for all types of fluids depending on what you are requiring. Which fluid are you thinking about in particular? Coolant, oil or fuel?

The FD does suffer from a little fuel starvation from high-G corners and low fuel levels. Is it required? Not really.

Depending on what year FD you have, it might not be an issue. The 95+ FD's gas tank apparently has a better design that helps with the problem (helps but doesn't eliminate it). If you have a pre-95 FD, you could simply swap gas tanks (as some have done on here).
