stereo problem, short connector issue?

just wondering if anyone knows the function of the short connector(in front relay box) for non-bose fd stereo systems. my stereo continues to have very low volume output since i replaced my main 120A fuse and two interior 10A fuses after blowing them out(shorted battery during install)

the only issue i have been able to find is with the short connector, it does not have continuity between terminals A and E (refer to FSM JH1-29 and 30).

could a broken short connector be the cause of the low volume? or would a defect in this part have different symptoms?

i have a similar thread in the interior/audio section with the stereo wiring diagram if needed for reference hope someone has an idea what is going on..
