Steering Component Failure

After completing my rebuild I had a few issues with some of the accessories (master cylinder, A/C compressor, fuel level sending unit, etc.) due to sitting domant for over two years and now it seems there's an issue with my steering system as well. I bled the system as stated in the FSM but the noise is still there and the steering is very heavy at times. What part of the steering system is actually causing this issue, the pump, the rack & pinion or both? TIA.

If it feel heavy when you turn the wheel quickly, it's likely that the belt is slipping.

No, verified belt's not slipping, but that's what it feels like.
