I had a hunch, so I made a grounding wire to go from the pcme body to the car. After doing so, the pcme will now ground the fuel pump relay and the pump runs all on its lonesome. Is it supposed to run continuously?

Still doesn't start though I think I am narrowing it down. It has a 03 code. and when I fault trace it as per the manual it leads me to bad pcme. Since I just changed it out, I am imagining something else may be a possible cause for this. I checked voltages at 4E 4G and 4H and they are all 0.0v. The sensors continuity are all good, and there is no short to ground. Just, as it seems, no reference voltage. That would point to ecm, but I wonder. Anyone out there had similar issues??

Just to be certain, did you verify all the wiring harness connectors back in under the dash? I somehow managed to miss one (blue?) when I dropped my motor in, it was hiding way up high to the right of the harness firewall entry. Everything seemed to work except I wasn't getting fuel, sounds so similar to what I went through from this simple oversight.

I am almost certain that it is some simple oversight. I just don't know what yet. I am pretty sure I connected the connectors under the dash, since the harness that came with the motor had one slightly different connector... I had to cut and splice the old connector in.

What about the ground to the block? I moved it from its original bracket to directly on the block... one of the cast iron portions. they are not coated with anything that might cause a bad ground are they>?
