Started the FD today: fans won't come on and the go headlights up and down

The engine is running well. However, I have two major problems. One is the cooling system and the other is the electrical. Searched about both, but couldn't find any good info.

Cooling system:

The cooling fans will not come on and the car will only take 1 gallon of water/coolant. The coolant gauge kept creeping up steadily past 1/2 and towards the upper mark

The fans were on with the ignition at first because I forgot to plug in two connectors to the positive terminal fuse box. When I plugged the terminals into the positive fuse box, the engine would finally turn over, but the fans were no longer on and won't come on.

I have an FC thermoswitch BTW.

Electrical:

My headlights go up and down like crazy and I have no gauge cluster lights or illumination of the consoles.

The headlights started going crazy while I was cranking the car. The battery got kind of low. I've read that this is the alarm, but my horn is not sounding...

The interior lights... I have no idea, everything else works inside the car. I've already checked all the fuses.

The car has to take at least 2.25 gallons if you drained the system. I recently changed mine out and had to run the car up to temp in the drive way waiting for the thermostat to open before I could add the rest.

Pull out the manual and start checking the wiring and fuses.

The fans are coming on. There wasn't enough coolant to hit the thermoswitch or the pump. I ended up putting my hand over the filler and squeezing the upper rad hose. Doing this over and over again, I finally got 2+ gallons in there.

The crazy headlights were from the alarm... I don't know why I didn't think of turning the key in the door to stop it.

My illumination (cauges and consoles), parking lights, and running lights are still not working.

How did you check the fuse? did you check for current or just looked for a physically broken fuse?

Physically broken. I guess I should check it with my DMM... it's the tail fuse, correct?
