squawking sound coming from near UIM?

So here's the deal. Car sat for about 6 months then I had it converted to non sequential (poor man).

In the process, I also got: new synchro, new clutch, light flywheel, new radiator, and new belts.

It drove fine (without making any squawking sounds) for about 50 miles, after that, from inside the car it sounds like a crow squawking... This happens at low RPM speeds both in neutral and while driving (2000 to 2500 RPM). Anything higher than 2500 RPM, the car sounds normal. By the way, this is not the airpump moo sound. With the hood popped open, it sounds more harsh (think of it as taking a flathead and scraping it against rough asphalt).

I thought it may have been the belts but a little further inspection, it didnt appear to come from that area (Sounded like it came from the back of or underneath the UIM??) The car is also running a cheap 4 dollar PCV valve from Kragen (Mazda one on order from Malloy) Could this affect the car negatively and cause it to make the sound?

Also, before the car sat for 6 months, it boosted fine on both turbos (sequential).

Car has:
Poor Man's
PFC w' base map
DP
Apexi intakes
CRV capped

Any input or advice is greatly appreciated. Thanks for for reading my long *** post!

I'm going to bet your Idle Speed Controller (ISC) on the back of the UIM is making the noise. Try unplugging the white plug that sticks out of it near the throttle body and see if the sound goes away. Your idle speed will probably drop while it's disconnected but at least you'll know what's making the sound. I've heard of this happening with the PFC and I don't know what the problem is. I doubt that the ISC itself is at fault because I tested mine when it did that and it checked out. Must be something funny with the PFC, maybe DaleClark or CEWrx7r1 has a suggestion.

Pulled the ISC and my car just ran like crap. Pulled the air pump and the noise went away.... Now any suggestions for my air pump dillemma? (as in has anyone experienced an issue where the air pump makes a horrible sound? --not the mooing sound, but a very scratchy crowing sound)

I once had a squawking sound due to not tightening the ACV valve assembly to spec (one loose bolt). It took forever to find but was definitely from UNDER the UIM....

Was the sound coming from under the UIM or not? The airpump supplies air to the ACV, so if it's shut off it could potentially stop a noise in the ACV. Either one of them could be the problem.

Sorry about the ISC, I guess we were referring to a different type of sound.
