PR speedometer follows rpm and dash beep stays on...???

well, this just started happening

when I start the car, the beep that usually goes away after a couple seconds is now always on. Oil and coolant levels are good and there are no lights or anything on the gauge cluster.

other than: the speedometer thinks it's a tachometer! it'll move with rpm with the car stopped.

ideas on what could be the cause(s)?? Thanks!

Car is in storage, the battery died so I got a new one. Thats all.

I would guess that it is a fault on the speedo board in the cluster. You don't happen to have a spare cluster or speedo to test?

I just went through this with my cluster and finally figured out the problem when my odometer quit. Replaced the two faulty capacitors and everything went back to normal.
