Spec '99 ducts for a R1 oil-cooler setup ?

If not, you already have dedicated ducts for your oil cooler(s) that line up to the 93-95 bumper.
If you do have a 99 bumper installed, the 93-95 oil cooler ducts don't fit worth a ****.
You'll need something to remedy this. Mazda makes corner plastic sections that also enclose the brake ducts (kinda). The bumper has fairly deep opening to direct the air to the oil coolers. That way at least if you look though the ducts you wont see the ground (tacky)
I added the "R-Magic" fiberglass oil cooler ducts the mimic the 93-95 ducts, but are designed to fit the 99 bumper.
