It might not need to come off but the added clearance to slide the turbos off the manifold will be a huge help. I've never done it without taking the downpipe off first... and now that I'm thinking about it, you might have to pull the precat/downpipe to gain access to a bolt/nut or two.
While you have the precat off, throw it away. They retain way too much heat in the engine bay. I have a 3" downpipe I'll sell to you for cheap since you're local.

Theres quite a few bolts you'll have a hard time getting to.
Its a requirement to remove the pre-cat to remove the turbos.... otherwise its impossible. You need the room to slide the turbos out and to get to like 5 bolts. 2 of which are for the rear turbos intake pipe

its MAYBE possible if you remove the studs, but in that case you essentially can remove the pre-cat. Its pretty tough to slide the turbo out after removing all the bolts so youll be doing urself a big a favor by taking the time to get everything out of the way. Best with two ppl. One person under the car and one on top.
