seriouse help needed..turbo problem

Ok so i just had my car shipped to me yesterday.. i noticed a problem right off... so i hooked a boost gauge up to it...it boostes up to 13psi as soon as i hit 5000 rpm it dropes to 2psi and no air comes out my blow off valve.whats wrong ...major power loss... also if i hold the car at 4000 rpm i can hear a wining noise
